# Mirage public evidence review protocol

This public, read-only protocol defines review evidence; it is not a submission or ledger-write endpoint.

## Fresh Reader

Receives only a publication candidate and its public source URLs. The reader checks whether each material source-backed claim is independently recoverable without private context.

## Counter Reader

Independently identifies the strongest contradiction, qualification, source-authority problem, or unsupported leap.

## Outcomes

- `PASS` requires source-to-claim recoverability, correct epistemic classification, strongest-counter coverage, explicit unknowns and freshness, and no private-context dependency.
- `REVISE` returns bounded claim or counter corrections and requires a fresh review pass.
- `HUMAN_BOUNDARY` is only for existing private, high-risk, or ambiguous-publication boundaries. Ordinary public-web-source-only cases do not automatically require Human review.

Reviewer outputs are review evidence, never source authority. Deterministic integrity checks also require resolving source and counter references, valid public URLs, unique IDs, consistent lineage, JSON/Markdown parity, valid discovery projections, no private material, and re-review when a source materially changes.
